Tyre* Size vs Rim Size Advice

Firstly. I'm staggered the last post i this sub-forum was me, 9 months ago. OK, that dispensed with, here is my current conundrum...

...my new-ish bike came, ex-factory, with Alexrims DC19 wheels (ETRTO 622-16) coupled with 622-42 tyres. Recently I have been experiencing a bunch of pinch flats with the puncture rim-side. Rim tape looks OK (but I will replace just in case) but that's not my question. I'm wondering if the tyre is a bit oversized for the rim and, therefore, so is the inner tube. I've checked on teh intahwebz but there is no real consensus (possibly because 622-16 is not a standard rim size). So questions...

...is a 622-42 tyre too much for a 622-16 rim?
if no, is there a trick for seating the tube properly?
If yes, what would be the biggest tyre I could get away with on that rim?

A 42 would seem rather large for that width rim IMO
(i'm assuming the 16 corresponds to either the internal or external width of the rim)
Eg on 21mm internal width rims I'm happy to run 25-28 mm tyres. 32mm might work (but I'd don't have the clearance to try), but I wouldn't go wider.

I pinched this from elsewhere but it seems about right
Internal width to tyre width
Road-alloy 19-21 23-28mm
Road-carbon 17-23 25-28mm (or per manufacturers recommendation)
Gravel 21-26 28-50mm

Thanks. Initial problem was solved by replacing the rim tape (although I couldn't see any issue with the original - but, hey-ho, whatever works).

Tyre size remains a conundrum. I've done a lot more digging since the original post and I'm none the wiser really. Your numbers are definitely on the conservative side of the ones I've found but, equally, I've only found one source that states a 42mm tyre will be OK on such a rim. At the moment I am having no further issues so I'll just leave sleeping tyres lie. When they need replacing I'll drop down a few mm.
