If it's a model/size they're unlikely to have a buyer for, then yeah, it's not uncommon.

It means you're far more likely to come back and give it a test-ride. And yeah, if it doesn't suit, then you get your money back.

Middle Footscray has that massive ramped/shared path that is essentially the top of the station, isn't it?

I've ridden that twice - once en route and once getting off at the station. Both times were far from peak. What's it like with more traffic?
